Motor Vehicle Titles play a very important roll in the County Clerk's Office. We issue Certificates of Title more frequently then any other service we provide to the public. The County Clerk's Office issues each Certificate of Title in accordance with Wyoming State Statutes. We work hand in hand with the Wyoming Department of Transportation to make sure titles are done accurately and according to the law. Below is a list of documents required by the County Clerk's Office to get a Wyoming Certificate of Title.
Note: Before any motor vehicle title may be transferred, sales tax must be paid to the Platte County Treasurer.
Documents Required for a Certificate of Title:
- Prior Wyoming Title, Out-of-State Title, or Manufacturer's Statement of Origin (MSO)
- Chain of ownership must be shown by a properly signed, notarized title and/or by a dealer re-assignment form(s)
- VIN inspection form (if needed, see VIN Inspections)
- If your vehicle is financed, a Security Agreement, Financing Statement, or Conditional Sales Contract must accompany the title paperwork
- Termination Statement (lien release) for any open liens still on the previous title

Note: A rule of thumb for buying vehicles from a dealership is to bring to our office everything
the dealership provides when a vehicle is purchased. This is especially true for vehicles bought
in another state. It is better to have too much paperwork than not enough!
Rules for a Wyoming Title
- According to Wyoming Law, all Wyoming Titles must be signed and notarized by each person
named as "owner" on the front of the title
- Before a title is notarized, the name of the purchaser must be written in on the back of the
title. It is against the law to notarize an open title. This prevents the title from being
stolen and transferred after it has been signed
- All liens on the title must be released or accompanied by a Termination
Statement (lien release) before the title can be transferred

Rules for an Out-of-State Title
- Every state has its own set of laws when it comes to titles. The Platte County Clerk's Office,
however, will accept any out-of-state title as long as it is executed according to the laws of the transferring
state
- Every out-of-state title must be accompanied by a completed VIN inspection form unless the
vehicle was purchased from a Wyoming dealership
- Most out-of-state titles have to be notarized. If there is a place for a
notary, it is
required by our office
- All liens on the title must be released or accompanied by a Termination Statement (lien
release) before the title can be transferred

Rules for an MSO
- All MSO's must be notarized, regardless of the state they were purchased in
- All MSO's must be accompanied by an Affidavit of Vehicle Valuation, usually obtained from
the
dealership the vehicle was purchased from

VIN Inspections
- If a VIN Inspection is needed, (see above) it can be done by any member of law enforcement
(Police Officer, Sheriff's Deputy, National Guard, Highway Patrol, etc.)
- A VIN Inspection form can be obtained from the County Clerk's Office, or in the Forms section
of this site
- If your vehicle is located out of state, but needs to be licensed in Wyoming, an Out-of-State
VIN Inspection form must be completed by a law enforcement agency in the state where your vehicle is located

Non-Transferable Titles
- A Non-Transferable Title is a special certificate issued to vehicles previously registered in
another state that is for registration purposes only
- Non-Transferable Titles are only issued if:
- The current registered owners are named on the out-of-state title and registration and
- The out-of-state title is not available to transfer because it's being held by a lienholder
or the title is lost
- Documents required to get a Non-Transferable Title:
- Current registration from the transferring state
- Expired registrations of less than one year are at the discretion of the County Clerk

Duplicate Titles
- Duplicate titles may be obtained through our office by filling out a Duplicate Title Application
- Duplicate Title Applications must be signed and notarized by all parties named as "owner"
on the front of the lost or mutilated title
- Duplicate Titles can only be issued in the county where the title was originally issued
- Per Wyoming Statutes, duplicate titles may not be issued until the 11th day after the application
has been signed

Branded Titles
- The most common title brands include "Salvage", "Rebuilt", and "Salvage RR"
- The brand "Salvage" means the vehicle has had considerable damage and the vehicle has been declared a total loss, or repairs to the vehicle exceed 75% of the declared value
- The brand "Rebuilt" means the vehicle has been previously branded "Salvage" but has been rebuilt and has been issued a "Rebuilt" decal (see below)
- The brand "Salvage RR" referes to an out-of-state title which had been branded "Salvage" in the other state and has now been transferred into Wyoming. "Salvage RR" vehicles may not be licensed in Wyoming until the vehicle has been through Wyoming's rebuilt process (see below)
- Rules for a Salvage title:
- Owner(s) or insurance company shall prodvide our office with a properly endorsed title and Application for a Title Branded "Salvage"
- Title must be accompanied by a letter from an insurance company declaring the vehicle a total loss or that repairs exceed 75% of the vehicles value
- Rules for a Rebuilt title:
- If not already done, owners must first get a Wyoming title branded "Salvage" or "Salvage RR"
- Make an application to the Department of Transportation (application for rebuilt decal can be obtained in this office or from WYDOT) and follow all instructions on the application
- Applicant is issued a rebuilt decal which is to be applied to the driver's door jamb
- Bring "Salvage" title back to our office with a letter from WYDOT with the rebuilt decal number on it, and we will issue a "Rebuilt" title
- Exemptions to the Wyoming Branded Titles law:
- Vehicles older than eight years
- Commercial vehicles
- Although the above vehicles are exempt from going through Wyoming's rebuild process, once a vehicle has been branded, the brand must be carried forward on each subsequent title.

Liens and UCC's
- Liens filed against vehicles must be in the form of a Security Agreement, Conditional Sales Contract, or a UCC (Uniform Commercial Code) Financing Statement
- If a lien is to be filed on a title, the lien papers must accompany a Wyoming Certificate of Title or paperwork needed to make a Wyoming Certificate of Title
- All liens against vehicles must be noted on the Certificate of Title for that vehicle
- Liens must be filed in the office of the County Clerk for the county in which the owner resides
- All liens must have an amount of lien, collateral description including VIN number, debtor's name and address, secured party's name and address, and a payment schedule

Multi-Purpose Vehicles
- Examples of MPV's are: 4-wheelers, Mules, Rangers, golf carts, etc.
- Every MPV title MUST be accompanied with a completed MPV Checklist Form before an MPV title can be issued
- Beginning January 1, 2008, all MPV owners are now required to have those vehicles titled
- Registration will not be required unless the vehicle will be is operated on the streets or highways
- Customers can obtain the information sheet and checklist to determine if their vehicle is a MPV and if their MPV meets the requirements to operate on public roads by visiting the WYDOT website
