County Road Information
Road Classification/Category Definitions
Category 1 : High / First / Primary / Preliminary Priority
Paved and/or higher quality graveled surface road with high traffic volume. May be main artery or connector road. Priority for signage, repairs, future improvements, and snow removal. Open and maintained year-round.
Category 2 : Medium / Secondary Priority
Good quality graveled surface road with medium to low traffic volume. May be connector road, local collector, or terminate rather than connect to other public roads. Secondary priority for signage, repairs, and snow removal. At least some portions of these roads are open and maintained year-round.
Category 3 : Low Priority
Lower quality road with some gravel surfacing with much lower volume of traffic. Often terminates rather than connecting to other public roads. Third / Low / Last Priority regarding signage and repairs. Mostly seasonal with minimal to no winter maintenance.
Category 4 : Minimal / No Priority
Unimproved two-track or trail. Historically, little or no work has been done by County, but is on County right-of-way easement. Typically access only road. No snow removal or maintenance to be done by County. Any work on it would need prior approval of Road and Bridge Superintendent. Improvements would require significant change of circumstances. In some cases, it may require approval from the Board of County Commissioners along with Road and Bridge Superintendent.

Category 0 : Right of Way Only
Physical road may not be present, but County has legal description and active right-of-way easement. No maintenance as only minimal signs of two-track present or may only exist on paper record. No priority. Improvement or creation would require significant change of circumstances with approval from the Board of County Commissioners along with Road and Bridge Superintendent.

County Road - any road or right-of-way established by the County and according to state statute within the jurisdiction of Platte County
State Highway - a right-of-way established according to statute by the State of Wyoming, under the jurisdiction of the State of Wyoming (WYDOT)
Public Road - a road right-of-way or easement dedicated to or established for the use of the general public; not to be construed as a county road
Private Road - a roadway for the use of an individual or particular group of individuals; every way or place in private ownership and used for vehicular travel by the owner and those having express or implied permission from the owner, but not by other persons
Subdivision Road - a road right-of-way or easement dedicated to or established through the subdivision process
Access - an entrance or exit to another public roadway or public land from a road, street, or highway
Easement - a right of use over the property of another; the right to use the real property of another for a specific purpose
Right of Way - the legal right, established by usage or grant, to pass along a specific route through grounds or property belonging to another
Arterial (Artery) Road - major roads that connect cities and towns and carry a large amount of traffic. Generally State responsibility, but can be County
Collector Road - road that provides a link between local roads and arterial roads. Typically paved, but may be high quality gravel
Local Road - roads that connect blocks and land parcels. Typically gravel and primarily used for local travel: agricultural, residential, recreational, and general public

Establishment of a road right-of-way does not guarantee the road is eligible for maintenance, or that it is or will be maintained by the County
Named roads do not guarantee the roads are county roads, eligible for maintenance, or will be maintained or plowed by the County
Subdivision roads are generally private roads; therefore, not maintained or plowed by the County, unless maintenance agreement exists
